Apple has removed the Russian messaging app Max from the App Store. The app was developed by the Russian technology company VK, whose leadership is subject to Western sanctions. According to Apple, the removal is a consequence of these sanctions.

The Russian government regards Max as the national messaging service and wants it to gradually replace WhatsApp and Telegram. Civil servants, government agencies and other public organisations are being encouraged or required to use the app. Max is also intended as a ‘super app’ offering more than just chat functions. The app also provides access to government services, payments and a digital identity.

Because the app is no longer available through the App Store, new iPhone users cannot install Max and existing users may experience problems with updates and push notifications. Android users can still download the app via Google Play or alternative Russian app stores such as RuStore.

In response, the Russian government has advised iPhone users who need Max to switch to Android, because Android allows apps to be installed outside the official app store. This makes the platform less dependent on the choices of Google or Apple.
