Logica has supplied mobile network operator Meteor with a billing system that will allow it to carry out real time billing of its Short Message Service (SMS) customers.

Meteor will use the new system to verify that individual prepaid customers have sufficient credit to pay for text messaging before allowing messages to be sent. It also gives the operator the capacity to charge prepaid subscriber accounts in real time.

This will increase the quality of the service to Meteor’s prepaid SMS customers who can now be assured of the accuracy of their credit balances.

The new system is also intended to facilitate the development of mCommerce amongst the operator’s customer base. It will allow Meteor to charge customers in real time for mobile transactions or purchases.

‘The communications market in Ireland has become extremely competitive and being at the forefront of mission-critical technology is key for us. The ability to carry out real time billing is critical for us in terms of providing a high quality service to our customers,’ said Tony Stewart Lord, information technology director, Meteor. ‘It also gives us confidence that we are not losing revenues due to insufficient billing technology.’

The customised system, which integrates specifically developed software with Logica’s PrePaid Trigger and Lucent IN technology, was designed to provide a highly reliable and resilient technology platform for Meteor to carry out the real time billing function.

PrePaid Trigger allows Meteor to upgrade or add extra applications to the software implemented within the solution.

‘The growth in the use of text messaging over the last three or four years has been immense, so the development of billing systems to allow operators to effectively charge for services has become crucial. This solution is geared towards real time billing for all mobile communications, voice or data,’ said Colm Kennedy, business development manager for telecoms at Logica.
