Internal processes overtaking talent shortage as top hiring barrier

IT Search report finds trend of contract over permanent jobs likely to continue through 2026

Slow and inefficient internal processes and sign-off have overtaken the talent shortage as the number one challenge in hiring IT professionals according to the latest Tech Salary Survey & Market Trends Report from recruiter IT Search.

Based on a poll of 633 IT professionals and market data, in-house was cited by 32.19% of respondents as the top challenge in hiring IT professionals.

The report also found a strong appetite for contract work over permanent positions, a trend expected to carry into next year.

This frustration with traditional employment is further reflected by the fact that almost half (49%) of respondents do not expect a salary increase in the next six months. Of those, 75% indicated they are likely to start looking or are already actively looking for a new role.

On a more positive note women now represent 24.4% of IT professionals in Ireland, compared to the EU average of 19.5%.

Hiring demand for AI & data roles is projected to grow by 12-15%, and 60% of professionals reported that AI has “made their working lives easier”.

David Shanahan, director at IT Search, said: “The most significant trend in 2025 was an increase in contract opportunities, which has historically been a good indicator of permanent hiring activity. We expect the contractor-first approach is expected to continue into 2026 for major technology programmes such as AI implementation and regulatory compliance.

“Ireland’s technology sector performed well overall in 2025, with recruitment activity accelerating into 2026. Artificial Intelligence is now firmly embedded across multiple industry sectors, and Ireland’s start-up community continues to show momentum.”
