Bill McCluggage, Ireland’s first government CIO, has said that more must be done to reduce the administrative burdens being face by Irish citizens and organisations.
"The needs of citizens and businesses must be at the centre of government while public bodies should work to ensure that the online channel is the most attractive option for customers," said McCluggage, speaking at an it@cork event that began its Autumn schedule of Tech Thursday events.
"There is an overwhelming need to reduce the administrative burden for citizens and businesses. Government cannot afford to spend anything that does not solve a problem and have a return on investment. We need to invest in the right things. We have to challenge the status quo."
He went on to say that a key responsibility of his role is in formulating an information systems strategy that delivers a "step change in citizen experience of public services through ‘Digital First’," a metrics-based approach to performance which is dashboard driven, and the development of Government IT as a platform for use.
McCluggage spoke about these topics in the context of eGovernment and the key principles that are required to drive success ahead of 2015, when the current policy document expires.
