Oracle to build US TikTok algorithm
Oracle is to build and secure a US version of TikTok’s algorithm as part of the sale of ByteDance’s US interests. ByteDance will grant a licence to Oracle, after which Oracle will make a copy, retrain and manage it under US control to address national security concerns about Chinese influence.
American officials say Oracle will become responsible for all US user data and its security. The algorithm – which determines which videos users get to see – would also be under US control.

The deal results in a new US company in which US investors – including Oracle, Silver Lake and Andreessen Horowitz – collectively control about 80% of TikTok’s US operation. ByteDance retains less than 20%
According to the White House, six of the seven board seats of this new entity will be filled by Americans. ByteDance may nominate one seat, but may not play a role in security or algorithm management.
Dell founder Michael Dell and Fox Corporation may also be involved in a deal to buy the US offshoot of TikTok, US President Donald Trump announced.
