ICS Computing, a Northern Ireland based ICT company, in conjunction with IT services provider Steria, has won a €27 million government contract for the management of electronic documents in the Northern Ireland Civil Service (NICS). The contract is reportedly the largest of its kind in Europe.
The deal involves the installation, configuration and set-up of a centralised Electronic Document Records Management system (EDRMS). The Trim solution stores a record of unstructured data such as emails and working documents to improve the traceability of written material, as well as enabling so-called joined up government through the sharing of information between and across departments.
The Northern Ireland Department of Finance and Personnel described the move as an important step towards greater efficiency in the public sector and a milestone along the road to reform in record storage and retrieval.
A department spokesman said: “Our record keeping and communication is a combination of electronic and paper records and messages. This is not helped by a lack of standardisation across departments, which leads to inefficiency in the way we work. That adds up to us not delivering the value for money to the taxpayer that Government expects.”
The spokesman said the new system would eliminate duplication and keep to manageable limits the volume of data held. “This will produce massive reductions in our use and holding of paper, allowing us to make better use of office space. The information will still be at our fingertips but we will no longer need acres of filing cabinets to store it.”
