Barry Lowry appointed new Government CIO

The Top Level Appointments Committee (TLAC) has recommended the appointment of Barry Lowry to the role of Government Chief Information Officer (GCIO).

Lowry has worked in ICT in government in Northern Ireland for more than 30 years in Health, Environment and Agriculture. Lowry also worked closely with the first appointment to the role of GCIO, Bill McCluggage.

In his most recent role, Lowry was director for IS Shared Services and Strategy and head of the IT Profession within the Northern Ireland Civil Service, where he was a senior policy advisor to the NI Government and his responsibilities included the design and build of IT Assist, the award winning NICS ICT Shared Service Centre.

Lowry is a Fellow of the British Computer Society, and in 2011 was voted the BCS Northern Ireland IT Professional of the Year.

In the GCIO role, Lowry will be responsible for leading, managing and directing across Government Departments to define and implement an enterprise-wide ICT strategy (technology, knowledge, and information management) to support the reform agenda and improve the overall performance of the public service.

Lowry will have responsibility and stewardship to implement the strategy ensuring all opportunities for ICT consolidation, eGovernment, Cloud Computing, Government Networks, open and data sharing and Shared Services are developed in an integrated manner.

Lowry spoke at a TechFire event on automation in IT, where he drew on his experience in NI public services, covering the process of cloud adoption, providing services from mixed sources and the critical evaluation process to allow informed decision making on ICT strategy.

It is understood that Lowry will take up the positon in mid April.
